Meeting Minutes
Minutes of the Community Events Committee held in Illogan Parish Council Community Office, Trevelyan Road, Illogan on 18th August at 6.00 pm.
Present:
Councillor Ekinsmyth (Chairman), Councillor Anne Edwards (Vice Chairman), Councillor Gary Cullimore, Councillor Graham Ford, Councillor Sue Simmons, Councillor Maggie Thompson, Miss James and Mrs Wills.
Also Present:
Mrs S Rimell, Clerk; Miss C Greenall, Assistant to the Clerk; and 12 members of the public (8 until points mentioned)
The Chairman explained the safety procedures.
CL26/08/15 To receive and approve apologies for absence and agree any future actions
There were no apologies received; all members were present.
CL26/08/16 Members to declare disclosable pecuniary interests and non-registerable interests (including details thereof) in respect of any items on the agenda and any gifts or hospitality over £25
There were no interests declared.

It was agreed that public participation would be deferred until the relevant agenda items.
CL26/08/19 To receive and approve the minutes of the meeting of the community events committee held on the 4th August and the chairman to sign them
CL26/08/19.2 It was proposed by Councillor Ford, seconded by Councillor Mrs Thompson and resolved that the minutes of the meeting of the Community Events Committee held on the 4th August 2026 are received and approved and signed by the Chairman.
On a vote being taken the matter was approved unanimously.
CL26/08/20 Matters arising from the minutes and a report on progress of actions, for information only

CL26/08/21 To receive an update on the events budget, and agree any future actions (to be tabled at the meeting)
The budget was as circulated.
CL26/08/22 To consider arrangements for the 2026 Illogan Remembrance Parade, agree any future actions and any associated expenditure.
Members of the public expressed dissatisfaction with the revised starting and finishing arrangements for the Remembrance Parade. They felt that tradition should be maintained, with the parade both starting and concluding at the Illogan RBL Football and Social Club. It was noted that a memorial is located at the Illogan RBL Football and Social Club, and concerns were also raised regarding the difference in capacity between the Club and the Community Room.
In response to a question, it was confirmed that Illogan Royal British Legion (RBL) continues to organise and fund the band that leads the Remembrance Parade. The band engaged is Camborne Town Band, which has led the parade for many years.
The history and rationale behind the amendments to the Remembrance Parade arrangements were explained, noting that the changes had been initiated by Illogan RBL rather than Illogan Parish Council. The Council continues to work diligently to maintain the Remembrance Parade, Act of Remembrance, and Remembrance Service while ensuring an accessible and inclusive commemoration. It was noted that the parade’s start and finish locations had previously been changed from Alexandra Road to Richards Lane. Illogan Parish Council is keen to maintain the Remembrance Parade and its associated commemorations.
Members discussed comments received from members of the public, together with the logistical arrangements for the commemorations. It was also noted that the market had been cancelled as a mark of respect for the significance of the day.

CL26/08/22.2 It was proposed by Councillor Ekinsmyth, seconded by Councillor Cullimore and resolved that the 2026 Illogan Remembrance Parade, Act of Remembrance and Remembrance Service shall proceed as planned, with the parade commencing and concluding at the Illogan Parish Council Community Office. A full review of the Remembrance commemorations be undertaken following the 2026 event, to allow sufficient time for detailed discussion and for appropriate arrangements to be considered and implemented for future years. Council Officers would write to Illogan Royal British Legion and Illogan Royal British Legion Football and Social Club to advise them of the Council’s decision.
On a vote being taken the matter was approved unanimously.
CL26/08/23 To arrange the 2026 Christmas events, agree any future actions and any associated expenditure
Illogan Food and Craft Market commented that the Christmas arrangements had been excellent. They expressed a desire to support the event by erecting a large marquee on the grass opposite the Illogan Parish Council Community Office, enabling a larger Christmas Market to be held. The market would operate on both the Saturday and Sunday, with priority given to traders from within Illogan Parish. The organisers confirmed that they would cover the cost of the marquee but would appreciate assistance with the provision of a generator for lighting and electricity.
In response to a question, it was confirmed that the lantern parade would continue. The route has been amended to improve safety for children and to make the event more inclusive and accessible. The Council will continue to work with Illogan School on lantern-making activities. In addition, the Council is hosting a lantern-making workshop to provide siblings, non-Illogan School pupils, home-schooled children, and others with the opportunity to participate in the parade.
It was noted that there are three events taking place within the area in relatively close proximity. However, each event offers a different experience, and it was felt that there is sufficient capacity within the area for all three to be well supported.
Requests for a Christmas Market had also been received as part of the feedback from the 2025 Christmas Lights Switch-On event.
It was suggested that a Christmas “What’s On” guide be included in the Illogan Review to help promote festive events taking place within the parish and encourage community participation.

CL26/08/23.2 It was proposed by Councillor Mrs S Simmons, seconded by Councillor Cullimore and resolved that Illogan Food and Craft Market shall erect a large gazebo on the grass area opposite Illogan Parish Council Community Office for the Christmas Event and a weekend Christmas Market.
On a vote being taken the matter was approved unanimously.
CL26/08/24 To arrange the 2026 Illogan Fun Day, agree any future actions and any associated expenditure
An amended layout was circulated and agreed following some changes to stallholders and activities. Councillors Cullimore, Mrs Edwards, Ekinsmyth, Ford, and Mrs Thompson were available to assist on the day as well as 3 members of the public. A list and rota of Councillors and volunteers would be updated and circulated prior to the event.
CL26/08/25 To finalise arrangements for the Autumn 2026 Litter Pick, agree any future actions and any associated expenditure
It was noted that there are logistical challenges associated with hosting a litter pick from Tolvaddon Community Fire Station. As an alternative, it was suggested that the litter pick could start from the New Inn, Park Bottom, which would provide access to the footpath leading to Trevenson Moor and onwards to Tolvaddon.
The landlord of the New Inn, who was present at the meeting, agreed to host the event and confirmed that he would arrange for the premises to open early for participants. He also agreed to fund the attendance of two members of staff to take part in the litter pick.
It was further suggested that the health and safety and insurance implications of the following options should be explored:
- Participants meeting at a central location for the safety briefing, with some groups then travelling by car to designated litter-picking areas before returning to the central location for refreshments.
- Participants meeting at various locations around the parish and litter picking towards a central point, where the event would conclude with refreshments.
