DRAFT Minutes of the Governance Review Committee held in Illogan Parish Council Community Office, Trevelyan Road, Illogan on Wednesday 22nd July 2026 at 7pm.

There were no apologies received; all members were present.

GR26/07/30.2 It was proposed by Councillor Ford, seconded by Councillor Mrs Thompson and resolved that the minutes of the meeting of the Governance Review Committee held on the 8th July 2026, are received and approved and signed by the Chairman.

GR26/07/33.2 It was proposed by Councillor Ford, seconded by Councillor Crabtree and resolved to receive and approve the Lone Working Policy and Risk Assessment.
On a vote being taken the matter was approved unanimously.
GR26/07/34. To receive and approve the Control Of Substances Hazardous To Health Policy And Risk Assessment and agree any future actions.
GR26/07/34.2 It was proposed by Councillor Miss Pollock, seconded by Councillor Holmes and resolved to receive and approve the Control of Substances Hazardous to Health (COSHH) Policy and Procedure.
On a vote being taken the matter was approved unanimously.
GR26/07/35. To receive and approve the Mary’s Well Policy And Risk Assessment and agree any future actions.
GR26/07/35.2 It was proposed by Councillor Crabtree, seconded by Councillor Ford and resolved to receive and approve the Mary’s Well Policy and Risk Assessment with the following amendments:
Page 5 – Existing Control Measures – add ‘PPE and hi-viz clothing is worn’
Page 8 – Further action required – amend to read ‘Issue a first aid kit to the Councillor volunteer to carry whilst at Mary’s Well.’
On a vote being taken the matter was approved unanimously.
GR26/07/36. To receive and approve the manningham wood and path to the churchyard risk assessment and agree any future actions.
GR26/07/36.2 It was proposed by Councillor Holmes, seconded by Councillor Ford and RESOLVED to receive and approve the Manningham Wood and Path to the Churchyard Risk Assessment with the following amendments:
- Page 3 – Litter picking – include ‘and volunteers’
- Page 9 – Existing control measures – add ‘Appropriate PPE is worn’
On a vote being taken the matter was approved unanimously.
GR26/07/37. To receive and approve the Illogan Park Risk Assessment and agree any future actions.
GR26/07/37.2 It was proposed by Councillor Ford, seconded by Councillor Crabtree and resolved to receive and approve the Illogan Park Risk Assessment with the following amendments:

On a vote being taken the matter was approved unanimously.
GR26/07/38. To review the Legionella Risk Assessment and agree any future actions.
Councillor Holmes left the meeting at 7.53pm and re-entered at 7.56pm.
GR26/07/38.2 It was proposed by Councillor Mrs Edwards, seconded by Councillor Ford and resolved to obtain quotes for a new Legionella Risk Assessment for Illogan Parish Council Community Office, Illogan Park Public Conveniences, Illogan Park Water Fountain, Mary’s Well Water Fountain and if required Illogan Park Changing Facilities noting the change of use of the building.
On a vote being taken the matter was approved unanimously.
GR26/07/39. To review the Fire Risk Assessment For Illogan Park Changing Facilities and agree any future actions.
GR26/07/39.2 It was proposed by Councillor Ford, seconded by Councillor Mrs Thompson and resolved to note the Fire Risk Assessment for Illogan Park Changing Facilities and to note that the building has been condemned and is no longer being used as changing facilities. The building may be utilised for storage purposes only, with access restricted to Council Officers. To obtain quotations for Fire Warden training for Council Officers.
On a vote being taken the matter was approved unanimously.
GR26/07/40. To review the Fire Risk Assessment For Illogan Parish Council Community Office and agree any future actions.
GR26/07/40.2 It was proposed by Councillor Ford, seconded by Councillor Crabtree and resolved that the Fire Risk Assessment for Illogan Parish Council Community Office has been reviewed and no amendments made.
On a vote being taken the matter was approved unanimously.
GR26/07/41. To receive and approve the Footpaths Risk Assessment and agree any future actions.
GR26/07/41.2 It was proposed by Councillor Ford, seconded by Councillor Mrs Thompson and resolved to receive and approve the Footpaths Risk Assessment with the following amendments:
Page 4 – Existing control measures – 1st bullet – amend to read ‘Contractors have lone working arrangements in place.’

GR26/07/49.2 It was proposed by Councillor Ford, seconded by Councillor Mrs Edwards and resolved to receive and approve the Lost Children and Vulnerable Adults Policy with the following amendments:
Page 1 – Prevention measures – 1st bullet – amend to read ‘Responsible adults are requested to attend events with children and vulnerable adults.’
